Chairman's Report |
for the Period 17 November 2016 to 31 December 2017 |
The Neighbourhood Network (NN) has continued to expand throughout this year with a number of new groups joining |
from within the Hull community. In many cases NN has assisted these groups in their formation and has attended their |
meetings and events to help them establish a presence in their communities. Throughout the year NN has been making |
contact with our existing members to ensure they are aware of the support, schemes and help that can be provided. On |
all occasions NN have maintained our main aims to help to provide safer environments and help to reduce crime both at |
home and at work. NN has also maintained strong bonds with Humberside Police, Humberside Fire and Rescue, Hull |
City Council, the PCC and many Voluntary and Community groups throughout the City. By maintaining these contacts |
NN has been able to help our members by improved lines of communication between the statutory bodies and the group |
members. A weekly bulletin is produced that is sent out to all our member groups who in turn pass these bulletins on to |
their members or post the details in community centres. The bulletin is also available on the NN website. |
NN launched a new website in March 2017 that has proved to be very popular. It is now much easier to find what you |
are looking for and also includes highlights of the activities of some of the member groups. There is also a shop on the |
website were safety items can be purchased. NN has a facebook site and also uses twitter to help to keep the members up |
to date. |
A film was created during the year that was funded by the Big Lottery. The film is entitled "Inspiring Stories" and |
highlights the activities of several NN member groups and has helped to show the aims and activities of the NN. The |
film can be seen on the NN website. |
This year saw the formation of the Humber Watch Association (HWA). This charitable organisation was formed as an |
umbrella group with Neighbourhood Network, East Riding of Yorkshire, North Lincolnshire and North East |
Lincolnshire thus incorporating all the local unitary authorities in the Humberside area. HWA holds regular meetings |
and it has assisted all the members by enabling resources to be shared and lines of communication to be opened. The |
HWA is mainly concerned with Neighbourhood Watch groups within the Humberside area. |
The NN awards ceremony this year was held at the City Hall in October and had the largest attendance ever. Ten |
authorities / organisations had stalls at the event to show how they are helping the community and over 30 nominations |
were received for consideration for rewards. Eight rewards were presented to various member groups throughout the |
city. This year NN changed the categories of the awards to take account of the more diverse membership. |
On behalf of the Neighbourhood Network I would like to thank all the authorities and organisations that have supplied |
funding to the NN charity over the year; without your help we would not have been able to continue with the great work |
that NN has done throughout the year. |

The trustees who are also directors of the charity for the purposes of the Companies Act 2006, present their report with |
the financial statements of the charity for the period 17 November 2016 to 31 December 2017. The trustees have |
adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to |
charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and |
Republic of Ireland (FRS 102) (effective 1 January 2015). |
INCORPORATION |
The charitable company was incorporated on 17 November 2016. |
OBJECTIVES AND ACTIVITIES |
Objectives and aims |
The Neighbourhood Network (NN) is a registered charity and a company Limited by Guarantee made up of a network of |
Hull based neighbourhood groups including Neighbourhood Watch Groups, Residents and Tenants Associations, Trader |
groups, Business & Retail Watches, Faith Groups, Allotments and any other groups - however big or small - that have an |
interest in community safety. |
The charity's vision is that by registering with the NN people will feel better equipped and informed to create safer |
environments in which to live and work. The mission for the charity is to work with and support people to make their |
communities safer. |
The aims are: |
- To support and empower people aiming to create safer environments |
- To be a support to other organisations helping communities to be more proactive in reducing crime |
- To be a trusted communicator and facilitator of engagement between Neighbourhood Network members and safety |
partners |
- To be a communication channel for members to spread their own message through Neighbourhood Network platforms. |
- To support organisations and individuals in being proactive towards reducing crime |
Since its launch the Neighbourhood Network has continued to build strong working relationships with those from the |
public sector and other organisations to support its members and wider community, so they can benefit from a reduction |
in crime, develop good community spirit and create safer environments where people are neighbourly and look out for |
each other. These include: |

The NN encourages and supports neighbourhood groups to form and introduces them to key contacts pivotal for the |
group's development and progress to tackle issues of concern. Support for these groups can also be in terms of advice |
with constituting the group, bank accounts, funding advice, developing and creating communication methods for the |
group or just being in attendance for group meetings to add support and value to their discussions. |

ACHIEVEMENT AND PERFORMANCE |
Charitable activities |
The NN prides itself on communication; providing a two way communication channel between the Public and Statutory |
and the Voluntary and Community sectors, distributing relevant information and key safety updates throughout a variety |
of platforms. Weekly the NN produces and sends an e-mail newsletter to all registered group co-ordinators and other |
interested parties. This includes information from the police such as witness appeals and details of their current |
campaigns, along with training and funding opportunities, events and activities that may be of interest to members. This |
newsletter is then in turn distributed from the co-ordinators to their own group members. |
Information is also communicated daily via twitter and via the twitter feed ('NNetworkHull') and via the main Facebook |
Page ('NNetworkHull') and other Facebook pages managed by the NN team. |
March 2017 saw the launch of the new Neighbourhood Network website, with sections such as 'find a group' showcasing |
active groups across the city. Other features include the advice centre with information and links to support agencies, |
current Neighbourhood Network projects, highlighting the work undertaken by the charity and an online shop facility. |
The shop aspect to the design enables visitors to the site to be able to purchase crime prevention equipment, providing |
the charity with a small income to re-invest into purchasing a wider variety of products. The website has been built |
around the needs of the community of Hull, which has been highlighted by the type of service requests the charity |
receives, from support agencies, group members and the general public. The charity will continue to pursue its core |
objectives by utilising the website as an additional way of educating, empowering and communicating community safety |
needs. |
The member groups have continued to grow over 2017, with 28 new groups registering to be part of the Neighbourhood |
Network. These 28 new groups represent Neighbourhood Watch Groups, Business Watches, local charities, Residents |
Associations and Community Groups, thus strengthening the network across the city. The charity has enhanced their |
services by making sure all new groups meet the team in person and are connected to key personnel to make sure the |
support they need is in place. We have also been visiting established groups, making them fully aware of the services |
the charity offers and new and beneficial projects they can get involved with in their area. |
2017 also saw the development of the Humber Watch Association, a constituted group consisting of the 4 unitary |
authorities (Hull, East Riding of Yorkshire, North Lincs. and North East Lincs) across the Humberside geographical |
region coming together to support Neighbourhood Watch Groups. This joined up approach to support grass roots groups |
has enabled the sharing of best practice across the region and has been highlighted by the National Neighbourhood |
Watch Network as exemplary practice. The charity played a key part in setting this association up and continues to |
develop and expand on the aims and objectives of this association which includes a joint event for 2018 for all |
Neighbourhood Watch groups located in the Humber area to share best practice. |
Other successes for 2017 include the growth in support for Business Watch partnerships. This year saw this element of |
the charity strengthen with an additional three Business Watches set up with two more at the early stages moving into |
2018. Feedback by Humberside Police on the support the charity has offered has been extremely positive and this along |
with more local business requesting support and seeing the benefits of working together will help continue the |
momentum enabling us to develop these further. |
A successful partnership for 2017 saw Neighbourhood Network team up with Humberside Police in a 'Cycle crime |
initiative'. Investment from the police in gold secure cycle locks has enabled the charity to sell these to the wider public |
and support victims of cycle crime with a discount on the purchase price. 120 cycle locks were sold during this year; |
however, the project is on-going with plans to partner work with schools, colleges and local businesses moving into |
2018/2019. |
A highlight and something new for the charity for 2017 was the production of an original film titled, 'inspiring Stories'. |
This was produced with investment from the Big Lottery in conjunction with celebrating Hull as City of Culture for |
2017. The intention of the film was to highlight the great work being undertaken in Hull to make it a safer place to live |
and work. The film starred lots of the Neighbourhood Network member groups and was launched at the Awards Event in |
October 2017. The film has been very well received by all that have viewed it and is available to watch on the charity's |
homepage www.nnetwork.org.uk. The charity will continue to utilise this film to its advantage in the hope to empower |
other residents to come together and make a difference. |

ACHIEVEMENT AND PERFORMANCE |
Charitable activities |
The charity's Annual Awards event took place in the month of October and was held at Hull City Hall with its largest |
audience to date, with over 10 citywide agencies showcasing their services to the audience including, Environment |
Agency, Trading Standards, Humberside Fire & Rescue, Humberside Police Cadets and Volunteers and many more. |
The charity received over 30 nominations, awarding 8 groups in total with glass awards and all nominated groups |
receiving a framed certificate. Feedback was positive and resonated that the Awards event is a valued event on the |
yearly calendar especially to those member groups who would not normally get recognised, affirming that the event |
continues to empower member groups for their work within the city of Hull. |
The Neighbourhood Network charity will continue to improve and innovate the services that it provides to meet the |
changing needs of its member groups to the extent that its financial resources permit. |

Section 477 of the Companies Act 2006 for the period ended 31 December 2017. |
The members have not required the company to obtain an audit of its financial statements for the period ended |
31 December 2017 in accordance with Section 476 of the Companies Act 2006. |
The trustees acknowledge their responsibilities for |
(a) | ensuring that the charitable company keeps accounting records that comply with Sections 386 and 387 of the Companies Act 2006 and |

1. | ACCOUNTING POLICIES |
Basis of preparing the financial statements |
The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been |
prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement |
of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial |
Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015)', |
Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of |
Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost |
convention. |
Income |
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it |
is probable that the income will be received and the amount can be measured reliably. |
Expenditure |
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the |
charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and |
the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has |
been classified under headings that aggregate all cost related to the category. Where costs cannot be directly |
attributed to particular headings they have been allocated to activities on a basis consistent with the use of |
resources. |
Tangible fixed assets |
Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful |
life. |

The charity is exempt from corporation tax on its charitable activities. |
Fund accounting |
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. |
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions |
arise when specified by the donor or when funds are raised for particular restricted purposes. |
Further explanation of the nature and purpose of each fund is included in the notes to the financial statements. |
Hire purchase and leasing commitments |
Rentals paid under operating leases are charged to the Statement of Financial Activities on a straight line basis |
over the period of the lease. |
