The trustees who are also directors of the charity for the purposes of the Companies Act 2006, present their report with the financial statements of the charity for the year ended 31 March 2021. The trustees have adopted the provisions of the Statement of Recommended Practice (SORP) 'Accounting and Reporting by Charities' issued in March 2005.

OBJECTIVES AND ACTIVITIES
Objectives and aims
The ZRF works to provide sustainable pathways and opportunities within the football and sports industry, that will have a lasting impact on the ZRF Community; a community inclusive of all demographics.

The ZRF ultimately want to see greater diversity across football and the sports industry, at all levels, from grassroots to elite, from coaching to boardroom.

The ZRF is therefore committed to challenging barriers and ensuring that opportunities are equal for all. We provide and showcase opportunities for everyone, regardless of ethnicity, religion, ability, or gender. We address the above inequalities by facilitating opportunities based around our key pillars of work.

Our work is guided by the following key objectives:
- Engagement: Bringing together the ZRF Community; create a network of opportunities for minoritized groups who are aspiring to work in the football and sports industry.
- Education: Supporting those from minoritized groups to get into education and training, and developing their personal, social, and leadership skills.
- Employment: We will support our community to obtain employment across the football and sports industry.

OBJECTIVES AND ACTIVITIES
Significant activities
Significant activities undertaken this year by the ZRF include the following:

Community Cohesion & Refugee Integration:
Zesh Rehman Foundation, with support from KC Southern FC launched a series of events to promote community cohesion and refugee integration through football in Hong Kong. With Zesh playing for the club in the Hong Kong Premier League this initiative uses the club facilities and Zesh's own coaching talents and profile to engage and support both minority groups resident in Hong Kong and recent Refugee arrivals through coaching, personal development, and social action within the community.
Tournaments, events, and engagement with Zesh through question and answer and mentoring sessions are delivered to build relationships between communities, build a greater understanding of cultural differences and use football as a common ground for discussion and recreation. Volunteers within the community are also trained to deliver their coaching and leadership skills.
The programme also offers community groups the chance to attend KC Southern games and training facilities, ensure the club is embedded as a driver of community development within its local area - with flags from many nations now visible at its matches.

Coach Education:
Our coach education & mentoring programme is specifically designed to increase the number of British Asian coaches who could act as role models and help develop provisions in predominantly Asian communities. The programme (Sidelined-to-Sidelines), previously funded by the Professional Footballers' Association & the Premier League, aims to increase the number of young people from minority communities accessing high quality football coaching, inspire others to get involved as volunteer coaches at the grass roots level and provide pathways into the professional game.

Based on a high-quality training provision, our coach education and mentoring programme has helped coaches find employment within Club Community Organisations as well as at all levels of the professional game. Two of our Sidelined-to-Sidelines alumni are working full-time at Palace for Life Foundation and specifically deliver on work with the Asian community of Croydon.

Throughout the lock-down period we also facilitated several online webinars and workshops for our coaching alumni who had the opportunity to listen to and learn from highly respectable coaches and managers from the professional game including John Morling (Academy Manager, Brighton & Hove Albion FC), Kalam Mooniaruck (Head of Coaching, West Ham United FC), George Boateng (U23 Assistant Coach, Aston Villa FC), Zesh Rehman and Emile Heskey (Ambassador, Leicester City FC).

Croydon Multi Sport sessions:
Provided a weekly community sports and youth development programme for young people aged 9 - 21 across the Croydon area (based at Selhurst Astro Arena). Sessions were inclusive, open to all and free of charge.

ZRF has been building partnerships with stakeholders such as, local colleges, PRUs, Youth Offending Teams, police, local mosques, and professional and grassroots sports clubs in this area over the last few (5) years. Our relationship with young people and local partners has informed the design and delivery of this project.

Young people were engaged through our peer network of young coaches developed through our previous youth programmes, through outreach sessions in the community, through our partners Palace for Life Foundation and through online social media platforms.

Our coaches developed relationships with young people to learn more about their talents and motivations. Those who showed an ambition to further their development, were offered a more formal programme of education and personal development workshops including FA Talent ID Level 1, accredited FA coaching qualifications, Level 2 Cricket coach, Level 1 in Basketball coach and Level 2 in Judo.

OBJECTIVES AND ACTIVITIES
Young people who excelled were also selected and invited to be part of the PFA's Asian Inclusion Mentoring Scheme, helping them to gain coaching experience working with elite Asian football players at sessions in London (Brent) and the Midlands (St Georges Park). We have continually supported our volunteers and encourage their involvement on community-based tournaments and sessions at grassroots sports clubs, which will in turn encourage peers and the wider community to take up sport and get involved.

Public benefit
The ZRF activities have the following public benefit:
- Supporting those from minoritized groups to get into education and training, and developing their personal, social, and leadership skills.
- Supporting young people and adults to obtain employment across the football and sports industry.
- Engaging young people who are marginalised and giving them the opportunity and belief to fulfil their potential.
- Empowering young people and adults to play sport and learn about the benefits of living a healthy active lifestyle.

Volunteers
ZRF has several volunteers working across all its community programmes. All volunteers are recruited in line with the ZRF Volunteer Policy that sets out the recruitment and selection process, training, development and support, insurance, confidentiality, rights, and responsibilities.

ACHIEVEMENT AND PERFORMANCE
Charitable activities
There has been a reduction in charitable activities due to lack of funding available.

FINANCIAL REVIEW
Principal funding sources
The finances of the ZRF have been drawn from a number of grant giving agencies over the past year either through direct applications or as part of a wider consortium. In operating a 'mixed economy' approach we avoid being overly reliant on one funder or funding stream. The key funders this year have included:
- Sport England
- Sporting Equals
- Professional Footballers Association

Investment policy and objectives
The ZRF invests in the development of its objectives.

Reserves policy
ZRF seeks to retain sufficient reserves to ensure that it can meet all its charitable objectives. Reserves are carried forward to the following year and applied in the following years activities.

FUTURE DEVELOPMENTS
Further developments include expanding our coach education provisions and providing Talent ID Level 2 qualifications to our cohort of coaches. We will also be working with the Professional Footballers' Association and a cluster of professional football clubs to support talent ID says for young children from South Asian communities.

STRUCTURE, GOVERNANCE AND MANAGEMENT
Governing document
The charity is controlled by its governing document, a deed of trust, and constitutes a limited company, limited by guarantee, as defined by the Companies Act 2006.

Recruitment and appointment of new trustees
The existing trustees are responsible for the recruitment and appointment of new trustees. This ensures that new trustees are respected directors of the voluntary, community and sports sector and can add benefit and experience to the charity.

STRUCTURE, GOVERNANCE AND MANAGEMENT
Organisational structure
The board of trustees are not subject to a maximum number of trustees but there is always a minimum of three trustees.

The trustees meet as a body quarterly basis and are responsible for all decisions taken in relation to the running and activities provided by the charity. The Community Development Coordinator oversees day-to-day activities of the charity and reports back to the trustees with recommendations at the board meetings of the trustees.

Induction and training of new trustees
New trustees are invited to a board meeting where they are briefed of their legal obligations under the charity and company law, the content of the Memorandum and Articles of Association, the committee and decision-making process, the business plan and recent financial performance of the charity. Several publications from the Charity Commission are also provided to the new trustees including the guidance on charities and public benefit. Trustees are made fully aware that it is their responsibility to keep abreast of developments in relation to the governance of charities under the Charities Act.

Wider network
The Zesh Rehman Foundation is affiliated to local, regional, and national organisations and partners who support and provide resources that enable the delivery of activities and programmes. The ZRF supports and works closely with organisations from several different fields but has close affiliations with the football governing bodies including the Premier League, Professional Footballers' Association, and the Football Association.

Related parties
To ensure that programmes and activities are delivered to meet the needs of people within the communities where the ZRF operates, the ZRF works closely with local councils, Surrey FA, Community Sports Partnerships, Palace for Life Foundation, and the Premier League Charitable Fund.

Risk management
The trustees have a duty to identify and review the risks to which the charity is exposed and to ensure appropriate controls are in place to provide reasonable assurance against fraud and error.

The trustees have implemented a system of checks and balances to ensure against these risks, and all payments are overseen by an appointed finance officer, with significant payments signed off by the trustees.

This report has been prepared in accordance with the special provisions of Part 15 of the Companies Act 2006 relating to small companies.

The charitable company is entitled to exemption from audit under Section 477 of the Companies Act 2006 for the year ended 31 March 2021.


The members have not required the company to obtain an audit of its financial statements for the year ended 31 March 2021 in accordance with Section 476 of the Companies Act 2006.


The trustees acknowledge their responsibilities for
(a)ensuring that the charitable company keeps accounting records that comply with Sections 386 and 387 of the Companies Act 2006 and
(b)preparing financial statements which give a true and fair view of the state of affairs of the charitable company as at the end of each financial year and of its surplus or deficit for each financial year in accordance with the requirements of Sections 394 and 395 and which otherwise comply with the requirements of the Companies Act 2006 relating to financial statements, so far as applicable to the charitable company.

1. ACCOUNTING POLICIES

Basis of preparing the financial statements
The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention.

Expenditure
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.

Taxation
The charity is exempt from corporation tax on its charitable activities.

Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.

Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.

Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.

2. TRUSTEES' REMUNERATION AND BENEFITS

There were no trustees' remuneration or other benefits for the year ended 31 March 2021 nor for the year ended 31 March 2020.
