Chairman's Report |
for the Year Ended 31 December 2019 |
During 2019 Neighbourhood Network (NN) has continued to support existing members and aid the establishment of |
new community groups across the city. The Trustees/Directors are extremely proud of the progress that has been made |
over the last twelve months. Currently there are five Trustees/Directors of NN, but we are always on the lookout for |
more. |
NN has continued spreading messages by attending events of interest, recruiting new groups and empowering |
communities to sign up to the NN for support. Fourteen new community groups have joined NN this year bringing the |
total membership to 470. The NN bulletin continues to be sent out each week to all members and now contains News |
and Advice, Police Appeals, Crime and Arrests, Local Events and Activities, Employment and Training as well as |
available Funding. The NN Bulletin is also available to view on the website. |
The NN has been researching online community group presence and has been logging and contacting several resident |
groups that have setup social media platforms (both members and non-members). This has resulted in NN becoming the |
administrators for one social media site and assisting in setting up a new site for another community group. This work |
will continue as we are finding more and more people are utilising these platforms to connect and share news. |
In order to assist our funding applications a short film of the people and places NN has visited and the work that was |
undertaken has been produced. This film can be viewed on You Tube. |
During the year the NN staff have attended several training courses and events. A "Working at Heights" course was |
attended by all to ensure safety when putting up Neighbourhood Watch signs. The NN Team are now part of the Hull |
Fraud Forum so they are aware of the latest scams and up to date fraud prevention information. The NN is continuing to |
share and contribute information to this forum on a weekly basis in the form of scams and frauds that NN members have |
reported. All the staff have completed the "Friends Against Scams" online training and registered to be Scam |
Champions, as well as NN becoming a Friends Against Scams organisation. Various other events, meetings and training |
courses were attended to keep strengthening partnerships and promoting the NN charity. The events and meetings |
demonstrate partnership work and provide a platform for the charity to talk about its work. Our invitation to events is |
sometimes because there is a lack of a community group/NHW in the area and the agencies involved believe the |
community would benefit from having one. The training courses strengthen the resolve of the charity and enable the |
staff to identify problem areas and provide help when necessary. |
The NN Team have been in discussions with the Office of the Police and Crime Commissioner (OPCC), Humberside |
Police and Hull City Council about supporting the Beverley Road Corridor Work with staff attending the agency led |
"Our People Our Places Project" event in October and agreed that NN would continue to support and be involved in this |
work, although it is in its early stages. They want the residents to put their voices forward and NN have been contacting |
all the member groups located in these areas to encourage them to get involved. The team also attend the Engagers |
Network, a regular meeting organised by the OPCC to find out what other activities are taking place in the city, to make |
valuable connections and to contribute and share information. |
The NN have received funding to help support a "Victim of Crime Project" in Hull. NN are working with safety |
partners such as Humberside Police and the Hull City Council Housing Team and supply crime prevention equipment to |
residents who have been selected to benefit from the scheme. |
NN is continuing to work with the Neighbourhood Watch (NHW) counterparts within the Humber Watch Association |
(HWA) working throughout the Humberside region. The HWA AGM took place in November 2019 and Lucy and |
Sarah from NN agreed to continue their roles as Secretary and Treasurer of the HWA. |
The NN Team were contacted by the Business in the Community mentoring scheme and following on from discussions |
over the summer, the charity is working with a University of Hull mentor who is assisting NN in writing an updated |
business plan. |
The annual Awards Event took place at the Guildhall in October this year. It was very well attended with |
Neighbourhood Watch and Community Groups from all over the City coming along. This event has been going since |
2014 and this year NN decided to change the award categories to make it easier and more appealing to the developing |
groups and individuals who are stepping forward to make a difference within their communities. There were a total of |
six award categories. |

The team have continued to push sales through the website, newsletter and social media. We continue to identify events |
where there is the potential to sell Crime Reduction equipment. In December the team attended the Bespoke Christmas |
Market and attended an event at Paragon Interchange to promote the products on sale and gave a talk about the work of |
the NN. |
On behalf of the Trustees I would like to thank Lucy and Sarah and Katie for their work in running the Neighbourhood |
Network day to day, including weekends and evening work. |
On behalf of the Neighbourhood Network I would like to thank all the authorities and organisations that have |
contributed to the charity over the year; without your help we would not have been able to continue the great work that |
the Neighbourhood Network has done throughout the year. |
And remember it isn't what we say or think that defines us, but what we do: Feel inspired; Be empowered; Make a |
difference. |

The trustees who are also directors of the charity for the purposes of the Companies Act 2006, present their report with |
the financial statements of the charity for the year ended 31 December 2019. The trustees have adopted the provisions |
of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their |
accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) |
(effective 1 January 2015). |
OBJECTIVES AND ACTIVITIES |
Objectives and aims |
The Neighbourhood Network (NN) is a registered charity and a company Limited by Guarantee made up of a network |
of Hull based neighbourhood groups including Neighbourhood Watch Groups, Residents and Tenants Associations, |
Trader groups, Business & Retail Watches, Faith Groups, Allotments and any other groups - however big or small - that |
have an interest in community safety. |
The charity's vision is that by registering with the NN people will feel better equipped and informed to create safer |
environments in which to live and work. The mission for the charity is to work with and support people to make their |
communities safer. |
The aims are: |
- To support and empower people aiming to create safer environments |
- To be a support to other organisations helping communities to be more proactive in reducing crime |
- To be a trusted communicator and facilitator of engagement between Neighbourhood Network members and safety |
partners |
- To be a communication channel for members to spread their own message through Neighbourhood Network platforms. |
- To support organisations and individuals in being proactive towards reducing crime |
Since its launch the Neighbourhood Network has continued to build strong working relationships with those from the |
public sector and other organisations to support its members and wider community, so they can benefit from a reduction |
in crime, develop good community spirit and create safer environments where people are neighbourly and look out for |
each other. These include: |

The NN encourages and supports neighbourhood groups to form and introduces them to key contacts pivotal for the |
group's development and progress to tackle issues of concern. Support for these groups can also be in terms of advice |
with constituting the group, bank accounts, funding advice, developing and creating communication methods for the |
group or just being in attendance for group meetings to add support and value to their discussions. |

Governing document |
The charity is controlled by its governing document, a deed of trust, and constitutes a limited company, limited by |
guarantee, as defined by the Companies Act 2006. |

I report to the charity trustees on my examination of the accounts of the Company for the year ended |
31 December 2019. |
Responsibilities and basis of report |
As the charity's trustees of the Company (and also its directors for the purposes of company law) you are responsible for |
the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act'). |
Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act |
and are eligible for independent examination, I report in respect of my examination of your charity's accounts as carried |
out under section 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the |
Directions given by the Charity Commission under section 145(5) (b) of the 2011 Act. |
Independent examiner's statement |
I have completed my examination. I confirm that no matters have come to my attention in connection with the |
examination giving me cause to believe: |
1. | accounting records were not kept in respect of the Company as required by section 386 of the 2006 Act; or |
2. | the accounts do not accord with those records; or |
3. | the accounts do not comply with the accounting requirements of section 396 of the 2006 Act other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination; or |
4. | the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities [applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)]. |
I have no concerns and have come across no other matters in connection with the examination to which attention should |
be drawn in this report in order to enable a proper understanding of the accounts to be reached |

The charitable company is entitled to exemption from audit under |
Section 477 of the Companies Act 2006 for the year ended 31 December 2019. |
The members have not required the company to obtain an audit of its financial statements for the year ended |
31 December 2019 in accordance with Section 476 of the Companies Act 2006. |
The trustees acknowledge their responsibilities for |
(a) | ensuring that the charitable company keeps accounting records that comply with Sections 386 and 387 of the Companies Act 2006 and |
(b) | preparing financial statements which give a true and fair view of the state of affairs of the charitable company as at the end of each financial year and of its surplus or deficit for each financial year in accordance with the requirements of Sections 394 and 395 and which otherwise comply with the requirements of the Companies Act 2006 relating to financial statements, so far as applicable to the charitable company. |
These financial statements have been prepared in accordance with the |
provisions applicable to charitable companies subject to the small companies regime. |

1. | ACCOUNTING POLICIES |
Basis of preparing the financial statements |
The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been |
prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement |
of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial |
Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015)', |
Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of |
Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost |
convention. |
Income |
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it |
is probable that the income will be received and the amount can be measured reliably. |
Expenditure |
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the |
charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and |
the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has |
been classified under headings that aggregate all cost related to the category. Where costs cannot be directly |
attributed to particular headings they have been allocated to activities on a basis consistent with the use of |
resources. |
Tangible fixed assets |
Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful |
life. |

Stocks |
Stocks are valued at the lower of cost and net realisable value, after making due allowance for obsolete and slow |
moving items. |
Taxation |
The charity is exempt from corporation tax on its charitable activities. |
Fund accounting |
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. |
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions |
arise when specified by the donor or when funds are raised for particular restricted purposes. |
Further explanation of the nature and purpose of each fund is included in the notes to the financial statements. |
Hire purchase and leasing commitments |
Rentals paid under operating leases are charged to the Statement of Financial Activities on a straight line basis |
over the period of the lease. |
Pension costs and other post-retirement benefits |
The charitable company operates a defined contribution pension scheme. Contributions payable to the |
charitable company's pension scheme are charged to the Statement of Financial Activities in the period to which |
they relate. |
