Chairman's Report |
for the Year Ended 31 December 2018 |
Looking back over the past year the trustees are very proud of the amount of progress that the Neighbourhood Network |
Charity has made. We currently have 5 Trustees/Directors but we are constantly on the lookout for more. |
Lucy Carew and Sarah Weichardt, our joint managers, and our new staff member Katie Winter (Charity Support Officer) |
have continued to grow the number of members which currently stands at 456. Katie joined us in May 2018 after we |
received additional funding for her charity support role. |
Training has featured heavily in 2018 year with both Lucy and Sarah completing the six-day HEY100 leadership training |
course and Katie attending Finance for Non-financial Managers. Lucy and Katie also attended the National |
Neighbourhood Watch training seminar in June of 2018 and all the Trustees attended Governance Training organised by |
Forum. |
Our volunteer Kirsty Ward has left her Volunteer role at the NN, however with support and confidence gained from her |
volunteering role and the NN team's help and support with job opportunities, CV update and help with writing letters, |
she received a job offer as a Doctor's receptionist. |
The NN continues to work with new members across the city, attending meetings and providing posters and stickers |
whenever they are required. Many new Business/Retail watches have been set up this year and NN works closely with |
Hull City Councils Area Teams as well as Humberside Police and Fire and Rescue to make Hull a safer, crime-free |
location. |
Over 20 new groups have joined the Neighbourhood Network (NN) this year and Leicestershire and South Yorkshire |
Police and the Rank Foundation have approached NN to share experiences and learn how the four Humberside unitary |
authorities work together as the Humber Watch Association (HWA). HWA operates as an umbrella organisation |
covering Neighbourhood Watch groups in Hull, North Lincs, North East Lincs and the East Riding. The inaugural |
Humber Watch Conference took place on 13th June 2018. The event was well attended by NHW coordinators from |
throughout the Humberside region, along with police personnel and representatives from the OPCC. The overall |
feedback from the event was very good. |
In October 2018 Neighbourhood Network held its annual awards evening at David Lloyds in Kingswood. With around |
100 members in attendance, 6 awards were given out with all shortlisted entries receiving framed certificates. |
Katie our Charity Support Officer is leading on the NN Shop and has developed a business plan to increase sales and the |
product range. She is now targeting local businesses by leaving samples, for a couple of weeks, at offices/factories |
along with an order form, then revisiting them to receive orders and product delivery. Over 250 bicycle locks have been |
sold over the year and we now sell window and shed alarms, dummy CCTV cameras, Fake TV's, Light Switch Timers, |
CCTV stickers and signs. |
The NN website using our new design has proved to be popular with our members and our "Inspiring Stories" video is |
still available to view on our website. |

The trustees who are also directors of the charity for the purposes of the Companies Act 2006, present their report with |
the financial statements of the charity for the year ended 31 December 2018. The trustees have adopted the provisions of |
Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their |
accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) |
(effective 1 January 2015). |
OBJECTIVES AND ACTIVITIES |
Objectives and aims |
The Neighbourhood Network (NN) is a registered charity and a company Limited by Guarantee made up of a network of |
Hull based neighbourhood groups including Neighbourhood Watch Groups, Residents and Tenants Associations, Trader |
groups, Business & Retail Watches, Faith Groups, Allotments and any other groups - however big or small - that have an |
interest in community safety. |
The charity's vision is that by registering with the NN people will feel better equipped and informed to create safer |
environments in which to live and work. The mission for the charity is to work with and support people to make their |
communities safer. |
The aims are: |
- To support and empower people aiming to create safer environments |
- To be a support to other organisations helping communities to be more proactive in reducing crime |
- To be a trusted communicator and facilitator of engagement between Neighbourhood Network members and safety |
partners |
- To be a communication channel for members to spread their own message through Neighbourhood Network platforms. |
- To support organisations and individuals in being proactive towards reducing crime |
Since its launch the Neighbourhood Network has continued to build strong working relationships with those from the |
public sector and other organisations to support its members and wider community, so they can benefit from a reduction |
in crime, develop good community spirit and create safer environments where people are neighbourly and look out for |
each other. These include: |

Representatives from the Voluntary and Community Sector |
Office of the Police and Crime Commissioner |
The NN encourages and supports neighbourhood groups to form and introduces them to key contacts pivotal for the |
group's development and progress to tackle issues of concern. Support for these groups can also be in terms of advice |
with constituting the group, bank accounts, funding advice, developing and creating communication methods for the |
group or just being in attendance for group meetings to add support and value to their discussions. |
STRUCTURE, GOVERNANCE AND MANAGEMENT |
Governing document |
The charity is controlled by its governing document, a deed of trust, and constitutes a limited company, limited by |
guarantee, as defined by the Companies Act 2006. |

I report to the charity trustees on my examination of the accounts of the Company for the year ended 31 December 2018. |
Responsibilities and basis of report |
As the charity's trustees of the Company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act'). |
Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts as carried out under section 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5) (b) of the 2011 Act. |
Independent examiner's statement |
I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe: |
1. | accounting records were not kept in respect of the Company as required by section 386 of the 2006 Act; or |
2. | the accounts do not accord with those records; or |
3. | the accounts do not comply with the accounting requirements of section 396 of the 2006 Act other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination; or |
4. | the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities [applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)]. |
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached |

The charitable company is entitled to exemption from audit under |
Section 477 of the Companies Act 2006 for the year ended 31 December 2018. |
The members have not required the company to obtain an audit of its financial statements for the year ended |
31 December 2018 in accordance with Section 476 of the Companies Act 2006. |
The trustees acknowledge their responsibilities for |
(a) | ensuring that the charitable company keeps accounting records that comply with Sections 386 and 387 of the Companies Act 2006 and |
(b) | preparing financial statements which give a true and fair view of the state of affairs of the charitable company as at the end of each financial year and of its surplus or deficit for each financial year in accordance with the requirements of Sections 394 and 395 and which otherwise comply with the requirements of the Companies Act 2006 relating to financial statements, so far as applicable to the charitable company. |
These financial statements have been prepared in accordance with the special provisions of Part 15 of the Companies |
Act 2006 relating to charitable small companies. |

1. | ACCOUNTING POLICIES |
Basis of preparing the financial statements |
The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been |
prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement |
of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial |
Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015)', |
Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of |
Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost |
convention. |
Income |
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it |
is probable that the income will be received and the amount can be measured reliably. |
Expenditure |
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the |
charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and |
the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has |
been classified under headings that aggregate all cost related to the category. Where costs cannot be directly |
attributed to particular headings they have been allocated to activities on a basis consistent with the use of |
resources. |
Tangible fixed assets |
Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful |
life. |
Computer equipment |
Stocks |
Stocks are valued at the lower of cost and net realisable value, after making due allowance for obsolete and slow |
moving items. |
Taxation |
The charity is exempt from corporation tax on its charitable activities. |
Fund accounting |
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. |
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions |
arise when specified by the donor or when funds are raised for particular restricted purposes. |
Further explanation of the nature and purpose of each fund is included in the notes to the financial statements. |
Hire purchase and leasing commitments |
Rentals paid under operating leases are charged to the Statement of Financial Activities on a straight line basis |
over the period of the lease. |
Pension costs and other post-retirement benefits |
The charitable company operates a defined contribution pension scheme. Contributions payable to the charitable |
company's pension scheme are charged to the Statement of Financial Activities in the period to which they relate. |
