Report of the Directors for the Accounts 2017-2018 |
We Are Freewheeling Limited |
The main activity of the company during 2017-2018 has been to continue to support Sue Austin to |
develop a sustainable arts practice and lay the groundwork for some very exciting commissions for |
delivery in Autumn 2018. After a reassessment of planned activity, there are now the following key |
areas of work: |
Adelaide Film Festival Performance |
An exciting approach from Adelaide Film Festival, Australia to perform at their flagship event in October |
2018 led to preparatory work, rehearsals and visa arrangements being made in 2017-2018. This request |
arose following development work by Unlimited on raising the profile of Sue Austin's 360 degree |
immersive underwater imagery through their international promotion of UK based disabled artists. This |
also led to preparatory work with MAC Birmingham and Disability Arts Online (DAO) to put the ground |
work in place to facilitate a live stream of the underwater live art events from Adelaide Film Festival |
both into the exhibition at MAC Birmingham and Online through Disability Arts Online. |
Digital R&D - 360º work |
Freewheeling continued to benefit from the investment of the Digital R&D Fund through the ongoing |
dissemination phase of 360 Degrees - A New Angle on Access. This has evolved successfully as a result |
of the request in March 2017 to create a Masterclass for Disability Arts Shropshire (DASH). That led |
directly to Sue Austin being asked by MAC Visual Arts Producer, Jessica Litherland, to create an |
exhibition called 'Creating the Spectacle': Immersed in 360, with her Octagonal 360 degree installation |
for the main gallery space at MAC Birmingham. That request sparked a sustained period of further |
development on the Octagonal rig that is used to suspend the 5 projectors and the screen strips that |
create a powerful, immersive experience. This resulted in a system that is closer to being able to |
generate income for Freewheeling through Sue Austin being booked to work with organisations to assist |
them to develop and show their own immersive 360 imagery. The symbiosis of work programmed |
simultaneously at Adelaide and MAC was recognised by Freewheeling as an opportunity to show the |
livestream of the Adelaide performance in the MAC exhibition (as well as online) and development work |
between Freewheeling, Adelaide Film Festival, MAC and Disability Arts Online was instigated during this |
period. |

Fly |
This aspect now covers all development and preparation for what has become the Fly/Dive wheelchair. |
It is on a long-term development phase as and when Sue Austin's health and access provision allow (ie |
appropriately skilled access support workers and the funding to employ them). Activity in this year |
includes the excellent achievement of Sue passing all NPPL exams to become a qualified pilot and |
filming in France to create 360 degree imagery for Adelaide Film Festival. Additionally, some of the |
preparation for Adelaide Film Festival was covered by Fly because it consisted of pool sessions to test |
the performance and reliability of the dive aspect of the Fly/Dive 'chair. Income in advance received for |
this project has covered these costs and a reasonable proportion of related overheads, depreciation, |
amortisation and development work. |
Sue Austin Grant Development Fund |
The Grant Development Fund has been used minimally this year to support administrative costs related |
to Sue developing a sustainable arts practice. Further grants received in advance are held for activity in |
future years |
Support Services |
Most support services activity is not reported in the Freewheeling accounts, having been covered by |
Access to Work and Sue's own personal accounting system. This has meant that while the Access to |
Work system has been incredibly challenging to navigate, no expenditure has been required on the |
Freewheeling Support Services project this year, leaving a modest, but healthy balance of grants |
received in advance to cover future access support costs for Sue Austin (or those of other disabled |
artists working within Freewheeling) should the need arise. This is one of the strategies that |
Freewheeling is developing/ researching to assist self employed disabled artists to overcome very |
substantial barriers. This because as lived experience (within the team) demonstrates those barriers |
continue to negatively impact on the ability of those artists to maintain a sustainable artistic practice. |

It is important to recognise that, as in previous years, whilst a lot has been achieved, further |
developments and progress were undoubtedly hampered by the vast amount of time and energy that |
went into administration related access support for Access to Work during this period. This complex |
administrative system had continued to drain support time (which is covered by Access to Work) that |
diverts efforts away from generating and disseminating the artwork, and crucially, Sue's own time on |
this will never be recovered. The support of Freewheeling to provide cash flow though the Director's |
Loan Account to pay support workers during the delays was absolutely vital. The ongoing delays from |
2016-2017 have undoubtedly had an administrative and developmental impact on the 2017-2018 |
period as that used up valuable capacity (both support worker hours and Sue Austin's time) that would |
have been used to move forward on project development, funding applications and other forms of |
income generation. |
Financially, Freewheeling has been stable, due to the ability to inject the grants received in advance to |
sustain much of its work in the year. The focus of the directors next year will be to explore appropriate |
funding streams and/or partnerships to build on the development work that Sue Austin has already |
been undertaking within Freewheeling. That work has been necessary to compensate for the above |
mentioned complexities with obtaining and administering the Access to Work Grant system. It has |
resulted in Sue Austin and the Core Access Support Team (CAST) developing custom built systems. |
Those 'CAST' systems have proved successful in supporting the complex cognitive access needs of |
members of that team as well as demonstrably increasing Sue Austin's capacity to oversee the strategic |
development of Freewheeling. Through this proposed work the aim will also be to continue to raise |
awareness of these issues within organisations that work with Sue Austin. It is planned that this will also |
include developing dialogues with Access to Work. That work will focus on sharing the experiential |
research and analysis gathered within Freewheeling on the additional complexities created for |
self-employed disabled artists working in the the context of interacting physical and cognitive access |
needs. The work completed so far had enabled Sue Austin and those she works with (many of whom |
have their own cognitive access needs, particularly around the written word) to improve |
communication, increase efficiency (particularly for remote access support working approaches) and |
start to develop a long-term plan for Freewheeling that is flexible to the changing needs of those |
involved in its delivery. The directors are also pleased to note that work completed on understanding |
cognitive access issues has enabled a number of team members to acquire new skills that increase their |
sustainability and future employability. |
